Russia saw record 2,099 mobile Internet shutdowns in July, researchers say

Russia experienced at least 2,099 mobile Internet shutdowns across various regions in July, according to Na Svyazi (“In Touch”), a project that collects user complaints and verifies them using technical tools.

This marks the highest number of shutdowns the project has recorded in a single month. By comparison, there were 69 such incidents in May 2025 and 662 in June.

“Most shutdowns in Russia are partial, meaning Internet access might be available in one part of a city but completely down in another,” Na Svyazi reported. In some regions, however, access was cut off entirely for several days, such as in Krasnoyarsk Krai.
